How to read this
No APC means DOAJ records no article processing charge. Some of those journals still levy a submission or page fee — the journal page flags that when we have it.
Waivers follow the country groups most large publishers use (Research4Life-style). Group A is often a full waiver; Group B is often a discount. You still have to apply, and the journal decides.
Read & Publish is an agreement between a publisher and a university or consortium. We do not have each library’s contract. If your institution has a deal, the list price can drop to $0. Ask your library — that is the email they already know how to answer.
